According to the Lionel Comp Parts Index (CPI) and blue prints:
In the mid 60’s a change notice was made whereby Lionel wanted to make a typical 260 bumper using high impact black polystyrene versus metal casting. There were some minor changes to the print going from metal to plastic. This was a cost reduction idea.
261-25 became a non-illuminated bumper in black plastic
261-3 is the sub assembly back plastic – just as it comes off the mold
260-25 is the lighted bumper black plastic
